Pursuant to the DILG Memorandum Circular 2019-72, Guidelines on the Accreditation of CSO and Selection of Representatives to the Local Special Bodies, a Civil Society Organizations (CSO) Conference was conducted on August 5, 2022 at the New Balayan Government Center (BGC) Session Hall. Jointly facilitated by the Sangguning Bayan and the Muncipal Planning and Development Council, the CSO Conference, a term-based activity, aims to convene all the CSOs in the Municipality to inform them of the code-mandated avenues for participation in local governance.
The main activity was the presentation of Mr. Kermith Gilbert F. Fadril from the Department of Interior and Local Government. Fadril discussed the legal bases and importance of the participation of CSOs in local governance. He also discussed the different Local Special Bodies which the CSOs can be a member of such as the Local Planning and Development Board, Local School Board, Local Health Board, Local Peace and Order Council, Bids and Awards Committee, and People’s Law Enforcement Board (PLEB). Moreover, another focus of the conference is the Accreditation of CSOs and Selection of Representatives to the Local Special Bodies.
"Ang hiling ko sa inyong mga CSOs, mithiin po ninyo ma-accredit kayo," said Fadri as a form of encouragement to the CSOs.
The Local Government Code of 1991 highlights the importance of democratization and representation of CSO in the different special bodies as well as in the different sectoral and functional committees of the Local Government Unit all for the purpose of ensuring the participatory governance among the public and privates actors in the Municipality.
Councilor Demetrio Hernandez emphasized the importance on why the CSOs are encouraged to make their organization Accredited by the LGU. He also extended help to the CSOs in the preparation of the financial statement as part of the requirement in CSO accreditation
The Conference was highly attended by over 60 CSOs from the different sectors such as from the agriculture, socio-civic, tourism, religious, business, and academic organized groups. Also present in the activity are the members of the Sanguniang Bayan represented by Acting Vice Mayor Councilor Raquel Aniwasal, SB Committee Chairman on Accreditation Councilor Demetrio Hernandez, SB Committee Chairman on Agriculture Councilor Bernie Pantoja, SK Federation President Christian Lopez, Muncipal Administrator Gonzalo Baral, and the heads of the different Departments of the LGU.
The CSO Conference was also an avenue for Administrator Baral to present the infrastructure projects that the LGU-Balayan has engaged with. He emphasized the importance of the participation of the CSOs representing the different sectors in the success of such initiatives.
"Paano namin masasabing tama ang aming ginagawa? That is why we need to hear from you," added Administrator Baral as he greatly emphasized the importance for the CSOs to be accredited and be art of the participatory decision making in local governance.
