On October 17, 2022, the Local Government Unit of Balayan held the Ceremonial Launching of the Integrated Business Permit and Licensing System for Building Permits and Certificate of Occupancy (iBPLS:BPCO). Graced by Ms. April Rose Clemeno, Project Focal Person on iBPLS from the Department of Information and Communications Technology Region IV-A and IV-B (DICT R4A and R4B) and Provincial Director Leila M. Cabreros of the Department of Trade and Industry – Batangas, the ceremonial launching is in adherence to RA 11032 or Ease of Doing Business and Efficient Government Service Delivery Act which aims to streamline the current systems and procedures of government services.
iBPLS, a software developed by the Department of Information and Communications Technology (DICT), enables the LGUs and their constituents to apply and process building permits and occupancy permits electronically.
DTI-Batangas PD Leila Cabreros extends her congratulatory message to the LGU Balayan and looks forward as to how this new initiative would continuously help in assisting the local Micro, Small, and Medium Enterprises (MSMEs) in Balayan. Ms. Clemenco of DICT R4A and R4B emphasize the importance of this iBPLS to further strengthen the e-governance in the municipality. Moreover, Engr. Bencio Aguzar, Assistant District Engineer of the Department of Public Works and Highways Batangas – District I affirmed the efforts of the LGU-Balayan together with the DICT in its efforts to realize the importance of streamlining the government services.
Hon. Mayor Emmanuel Salvador Fronda II emphasized the important role of the local employees in the success of this drive to further improve the government services given to the public. “Kahit anong system ang ilagay natin diyan, kung hindi magsisimula sa grassroots, walang mangyayari.”
DICT Regional Director Cheryl C. Ortega extended her support and warm congratulations to the LGU in her video message emphasizing that this is the first step towards demonstrating the LGU-Balayan’s parallel commitment to progressive digital transformation and ICT innovation to bettering the efficient delivery of services in the locality.
Present also during this ceremonial launching is Vice Mayor Efren Chavez, Municipal Administrator Gonzalo Baral, and the different department and section heads of the municipality.
“This is a clear manifestation of our compliance to our mandate to have an effective and efficient delivery of services to our people,” said Vice Mayor Efren Chavez in his closing remarks.
